The start of 2026 marks an exciting milestone for Blustein, Shapiro, Frank & Barone, LLP (BSF&B). Following his recent transition to managing partner, the firm is proud to announce that William Frank has been named the Orange County Partnership’s 2026 Most Valuable Partner (MVP).
In a unanimous vote by the Partnership’s Board of Directors, Mr. Frank was selected for the annual award, which recognizes individuals or organizations that have significantly strengthened the Orange County, New York economy.
A Career Built on Municipal Excellence

For more than three decades, Frank has focused his practice on state, local, and municipal law. He currently serves as municipal attorney to several Orange County municipalities and has helped guide complex land use and zoning matters—supporting growth that is both robust and sustainable.
“I am truly honored to receive the Orange County Partnership’s 2026 MVP Award,” said Frank. “To be recognized for my role in fostering local economic growth while balancing the needs of the communities I represent is a meaningful honor.”
